Newly Installed Council Facial Recognition Cameras Mistake Shop Mannequin For Notorious Bald Shoplifter

Facial recognition cameras newly installed along the high street as part of the council’s town centre safety scheme flagged a “high-confidence match” to Terry Ogden, 54, a shoplifter well known to local officers for his distinctive shaved head, after locking onto a bald mannequin positioned in a menswear shop window.

Police, alerted automatically by the council’s system, monitored the feed for six hours before dispatching officers, who used a megaphone to repeatedly instruct the suspect to exit the shop. When the suspect failed to respond after several attempts, an officer was sent to investigate and established that he was in fact a mannequin, wearing nothing but an expensive cashmere jumper and some y-fronts. The lead officer later reported that the suspect had “demonstrated superhuman eye-contact discipline whilst acting suspiciously calm for a man frozen in mid-stride with his trousers missing.”

A council spokesperson said the camera scheme, installed at a cost of £280,000, had “already demonstrated the system is responsive, and extremely cost effective,” and insisted the six hours spent monitoring the mannequin reflected the system’s “commitment to thoroughness” rather than any waste of resources. A police spokesperson, asked separately about the six-hour observation, said officers were “trained to observe, not speculate,” when asked whether anyone monitoring the feed had considered that the subject never blinked.

Meanwhile, two doors down, the real Terry Ogden was captured on standard-definition CCTV casually strolling out of a newsagent with three packets of Fox’s Chocolate Digestives.

Ogden, approached regarding the newsagent incident, pointed out that police were welcome to check their own six-hour surveillance log, which placed him “standing very still in Burton’s shop window” at the exact time the biscuits went missing, and said he considered the matter “closed.”
